no matter

no matter
the weather, how quickly
it changes,
or slow, no
matter how many times
people hear it,
or are told,
they aren't prepared,
they walk about
unbooted in the snow,
without a coat,
or hat,
no umbrella
to hold as the rain
beats down.
the wind cuts into
their open
shirts,
their bare skin,
whistles and blows.
